How the estimates are calculated

Every figure on this site is an estimate built from published rules and rates, plus a short list of stated assumptions. This page explains each step so you can check it. Wherever we assume something, an assumption tag links to the entry below.

The formulas

Today’s salary

Basic pay is the pay in your Level of the Pay Matrix. If you type an amount that is not a cell, we use the nearest cell; a tie goes to the higher one.

DA = basic × DA rate (60% from 1 January 2026), rounded to the nearest rupee. Gross pay = basic + DA + HRA + transport allowance (TA). In-hand pay = gross − deductions.

House Rent Allowance (HRA)

HRA is a percentage of basic pay. The percentage depends on the city class (X, Y or Z) and on the DA rate. We take the highest slab whose DA threshold has been reached, work out basic × percentage rounded to the nearest rupee, and use the larger of that and the minimum for the class.

HRA as a percentage of basic pay, by DA slab
DA at leastX cityY cityZ city
0%24%16%8%
25%27%18%9%
50%30%20%10%

Minimum HRA: ₹5,400 (X), ₹3,600 (Y), ₹1,800 (Z) a month. The order sets no slab beyond DA of 50%. That no further revision applies is our inference from the absence of one.

Special orders are not modelled. For example, HRA at the rates of a nearby city for some postings (Faridabad, Gurgaon, Ghaziabad and Noida are covered by one such order).

Transport Allowance (TA)

TA depends on pay Level and on whether you work in one of the higher-TA cities. The table shows the monthly amounts before DA.

Transport Allowance per month, before DA
LevelsHigher-TA cityOther places
1 to 2₹1,350₹900
3 to 8₹3,600₹1,800
9 to 18₹7,200₹3,600

Levels 1 and 2 use the Level 3 to 8 amounts once basic pay reaches ₹24,200.

DA is added on top of TA: TA × (1 + DA rate), as the order provides (“plus DA thereon”).

Special rates, such as the official-car option at the higher Levels and doubled TA for persons with disabilities, are not modelled.

Deductions

  • NPS or UPS: the employee pays 10% of basic + DA. The matching Government contribution does not reduce your pay.
  • GPF: at least 6% of basic pay. We apply it to basic pay only. That DA is left out is inferred from the wording of the Rules, which do not name dearness allowance. The Rules also fix the subscription on the previous 31 March emoluments; we use current basic pay.
  • CGHS monthly subscription, by Level:
CGHS subscription per month
LevelsAmount a month
1 to 5₹250
6₹450
7 to 11₹650
12 to 18₹1,000

CGEGIS (group insurance): ₹120 for Group A, ₹60 for Group B, ₹30 for Group C. The rates date from 1990 and were not revised after the 6th or 7th CPC.

We assign the group from your Level using the Department of Personnel order: Group A is Levels 10 to 18, Group B is Levels 6 to 9, Group C is Levels 1 to 5. Your actual group follows your post, so the calculator lets you change it.

Not included: income tax, professional tax (it is state-specific), loans and other recoveries. In-hand pay here is before all of these.

In-hand pay = gross pay − (NPS/UPS or GPF + CGHS + CGEGIS). assumption A7

Projected salary at a fitment factor

New basic = today’s basic × fitment factor, rounded up to the next ₹100 (A3). We then recompute the rest on the new basic: DA 0% (A4), HRA at the 24/16/8% slab (A5), TA at the same amounts, chosen using today’s basic (A6), and deductions on the new figures (A7).

The difference is shown per month and per year (× 12).

Real increase

Real increase = fitment factor ÷ (1 + current DA) − 1, to one decimal place (A10). At a factor of 2.57 and DA of 60% that is 60.6%.

Arrears

From the assumed effective date (A1) to the month you choose, each month’s arrears = new basic − (today’s basic + DA at the rate in force that month). For months after the latest announced DA we use the latest announced rate and say so. Arrears are on pay and DA only, with no allowances and no annual increments (A8).

Pension and family pension

Basic pension is 50% of last pay drawn, within a minimum of ₹9,000 and a maximum of ₹1,25,000. If you enter a pension instead, we use it as given and approximate last pay as twice the pension (labelled in the calculator).

Additional pension is paid from age 80, as a percentage of basic pension:

Additional pension by age
From ageAdditional pension
8020%
8530%
9040%
9550%
100100%

Dearness Relief = DA rate × (basic pension + additional pension). Total = basic pension + additional pension + DR.

At a fitment factor, new basic pension = basic pension × factor, rounded up to the rupee. The minimum and maximum pension scale by the same factor, additional pension is recomputed, and DR restarts at 0 (A9).

Family pension: the normal rate is 30% of last pay, between ₹9,000 and ₹75,000. The enhanced rate is 50% of last pay, up to ₹1,25,000, for a limited period (after retirement: 7 years or until age 67, whichever earlier; in service: 10 years). Projected family pension scales the limits by the factor.

Assumptions A1 to A11

The 8th CPC has not decided any of these. Each is our modelling choice, with the reason for it.

A1: Effective date 1 Jan 2026

The 8th CPC takes effect on 1 Jan 2026. Not official: the Government has said the date "shall be decided" (Lok Sabha, 8 Dec 2025); PIB (28 Oct 2025) said it "would normally be expected from 01.01.2026".

Basis. Trend remark in the PIB ToR note; no decision announced (Lok Sabha USQ 1347, USQ 3456).

Sources: Cabinet approves Terms of Reference of 8th Central Pay Commission · Lok Sabha USQ 1347, 8 Dec 2025 (text via staffnews.in)

A2: One fitment factor for all levels

One fitment factor applies to basic pay at every level, as the 7th CPC did.

Basis. 7th CPC para 5.2.7: the factor is applied uniformly to all employees.

Sources: Report of the Seventh CPC, paras 4.2.9, 5.2.7

A3: New basic rounded up to the next Rs 100

New basic = current basic × factor, rounded up to the next ₹100. The 8th CPC pay matrix does not exist yet. This mirrors the 7th CPC rule (fit into the same or next higher cell) and the matrix's ₹100 steps.

Basis. Inferred from the 7th CPC matrix: every cell is a multiple of 100 and steps follow a 3% rule rounded to Rs 100 (inferred, not quoted).

Sources: Central Civil Services (Revised Pay) Rules, 2016 Schedule Part A (as amended 2017)

A4: DA restarts at 0%

DA restarts at 0% on the new pay, as it did on 1 Jan 2016 when 125% DA was folded into the 2.57 factor.

Basis. 7th CPC para 4.2.9 (2.25 of the 2.57 merges DA); DoE OM 04.11.2016 (DA zero from 01.01.2016). The "restarts at zero" for the 8th CPC is a precedent-based assumption; Parliament said there is no proposal to merge DA (USQ 212).

Sources: Report of the Seventh CPC, paras 4.2.9, 5.2.7 · Recommendations of the Seventh CPC - Decision relating to DA - Rates effective from 1.7.2016 · Lok Sabha USQ 212, 1 Dec 2025 (text via staffnews.in)

A5: HRA falls back to 24/16/8%

HRA falls back to 24/16/8% (minimum ₹5,400/3,600/1,800), following the current rule for DA below 25%.

Basis. Current HRA rule (OM 07.07.2017); the rule has no slab beyond DA 50%, so the fallback is an inference.

Sources: OM 7 July 2017: Implementation of 7th CPC recommendations relating to grant of HRA

A6: Transport Allowance unchanged

Transport Allowance amounts stay the same, and the TA band stays the one for today's pay (it does not move with the new pay). DA on TA restarts at 0.

Basis. TA amounts per OM 07.07.2017 and 02.08.2017; no 8th CPC decision exists.

Sources: OM 7 July 2017: grant of Transport Allowance (7th CPC)

A7: Deductions and Group mapping

NPS/UPS employee contribution stays at 10% of basic + DA. CGHS and CGEGIS rates are unchanged. Group A/B/C follows the DoPT classification by level (you can change it). In-hand pay is before income tax, professional tax, loans and other recoveries.

Basis. NPS/UPS 10% (DFS, UPS Gazette); CGHS table (CGHS FAQ); CGEGIS 120/60/30 (DoE OM 1989); Group A/B/C by Level per DoPT Order S.O. 3964(E) of 9 Aug 2018.

A8: Arrears are a rough estimate

Arrears are estimated on pay + DA only, month by month, from the assumed effective date to the month you pick. In 2016 the revised allowances came only from 1 Jul 2017. Annual increments are ignored. Rough.

Basis. Pay + DA only is a simplification. PIB, 7 Jul 2017: "All allowances are given effect from 1st July 2017"; the HRA and TA OMs of 07.07.2017 say the same. CCS (Revised Pay) Rules 2016, Rule 14 defines arrears as the difference in pay and dearness allowance from 1 Jan 2016 (so arrears of allowances for Jan 2016 to Jun 2017 are an inference, not a quoted rule).

Sources: PIB release, 7 Jul 2017: revised allowances given effect from 1st July 2017 · OM 7 July 2017: Implementation of 7th CPC recommendations relating to grant of HRA · OM 7 July 2017: grant of Transport Allowance (7th CPC) · Central Civil Services (Revised Pay) Rules, 2016, G.S.R. 721(E), 25 Jul 2016 (Gazette of India Extraordinary, Part II Sec 3(i))

A9: Pension scales by the factor

Pension: new basic pension = current basic pension × factor, rounded up to the rupee. Minimum and maximum pension scale by the same factor. DR restarts at 0.

Basis. Precedent: the 2.57 method for pre-2016 pensioners (DoPPW OM 04.08.2016).

Sources: DoPPW OM: Revision of pension of pre-2016 pensioners/family pensioners (7th CPC)

A10: Real increase formula

"Real increase" compares the new basic with today's basic + DA: factor ÷ (1 + current DA) − 1.

Basis. Same method as the 7th CPC report (2.57/2.25 = 1.1429), applied to current DA.

Sources: Report of the Seventh CPC, paras 4.2.9, 5.2.7

A11: DA held at the latest rate

Until the Government issues the next DA order, DA and DR are taken at the latest announced rate (60% from 1 Jan 2026). The 1 Jul 2026 instalment had not been announced when this site was last checked.

Basis. No DoE order and no PIB Cabinet release for the 1 Jul 2026 instalment was found as of 2026-10-26 (data/da.json, next). Secondary projections are unverified.

Rounding: Rule 7 and our assumption A3

The 7th CPC Rules (Rule 7) multiply existing pay by 2.57, round to the nearest rupee, then fix pay at the matching cell or the next higher cell of the Level. We cannot do that for the 8th CPC because there is no new matrix, so A3 rounds the product up to the next ₹100. Every cell in the matrix is a multiple of ₹100, so A3 never gives more than the next-cell rule would for the same product. assumption A3

Example at the 7th CPC factor: Level 6, basic ₹35,400 × 2.57 = ₹90,978. Rule 7 would fix pay at the next higher cell, ₹91,400. A3 gives ₹91,000.

The 3% step between cells and its rounding to ₹100 are inferred from the matrix, not quoted from a rule.

Fitment factor explained

Known limitations

  • The fitment factor, the new pay matrix, the effective date and the revised allowances are all undecided. Anything beyond today’s salary is a what-if.
  • One factor is applied to every Level. The Commission could recommend otherwise.
  • In-hand pay excludes income tax, professional tax, loans and other recoveries.
  • Basic pay here means pay in the Level. Non-practising allowance, special pay and other add-ons are not modelled.
  • City class and the higher-TA list follow the published annexure. Special orders and posting-specific rules are not modelled.
  • The CGEGIS group follows your Level unless you change it; your real group follows your post.
  • Arrears ignore allowances and increments.
  • If you enter a pension, last pay is approximated as twice the pension.
  • Data files carry a last-checked date. A rate announced after that date will not appear until we update the file.
